These states declared themselves against bullfighting of do not organize more bullfights. This was a decision of the local authorities.

Spain
1. Canary Islands (1991)
2. Catalonia (2012)
3. Asturias (2021). The Gijón City Council decided to stop allowing bullfights in the city. Gijón was the only city in Asturias with bullfights, making the state now a bullfighting free state.
